| The current socio-political circumstance shows that Indonesia is now on a worrying
stage as a nation. The disagreement among political elites has not been in
tolerable conditions anymore; it leads to a tendency to destroy each other.
In
this kind of particular process, the people have been sacrificed. The case of
the three bombs explosion in Jakarta, the effort to spread social unrest around
West and East Java Province are just at a glance of the whole illegal efforts to
gain an artificial support from the people, that the current political conflict
is "legitimate". Nonetheless, it is much more important to bear in
mind, that this restlessness has to be paid by the people with their tears,
sweats and blood.
The
people, who have been suffering from the continuous economic and political
crises -a number of 130 million people who live below the poverty line, 30
million among them are the children under five with malnutrition-are now have to
suffer longer, again and again for a political elites' conflict. The people are
now sacrificed on purpose for a political interest of power fighting.
As
a part of the people, Uni Sosial Demokrat states its opinions that:
- The
conflict of the President vs. Parliament which is currently being settled by
means of destroying each other, has never been part of the people mandate
given to them.
- Both
legislative and executive body have lost their capacity to manage the nation
life, more particularly because they have been captured by the three huge
power groups, i.e. authoritarian military group, business/investor group
which has narrow, short term interest and fundamentalist religious group. In
the center of current legislative and executive conflict, there exists those
groups interest conflict
- The
majority of the current Parliament members are deeply involved within huge
scale of corruption and collusion, which particularly involves with the
military and business interest. They are involved in the process of the
fighting for "un-owned hidden treasure" of the New Order. This
automatically disables parliament's legitimacy as people's representative,
although they were elected in the general election, which according to them,
was "democratic and fair".
- The
way Parliament (MPR-RI) promoted the Vice President Megawati Kiemas as
President on the "cost" of President Abdurrahman Wahid was very
unwise. MPR RI seems to close their eyes for the possible social unrest,
which in turn might escalate and lead to new instability in politics,
economics and social tranquility in the country.
- It
is smelled that the current political process rotten in a way to preserve
corruption, collution and nepotism and to direct to a
"reincarnation" of New Order.
- The
current political solutions are loaded with political maneuvers and full of
hidden political agenda, which timely turns into "social dynamite"
that can explode anytime. The explosion, if happens, will have to be paid in
a very high cost by Indonesia.
Therefore, Uni Sosial Demokrat
appeals for:

An immediate Moratorium of
National Politics to prepare a new constitution (essential amendments of
current constitution) and a fairer new general election in the frame of
renewed constitution.

The people alliance to
avoid horizontal and vertical conflict. Any social movement should be a
peaceful movement to build people's power. It should aim to accelerate and
to push the current government and parliament to work for the nation
movement toward New Indonesia which shall be more just, humane, and
democratic.
In
that new construction, Uni Sosial Demokrat purposes several thoughts as
discourse, which covers such points as followings:
- New Form
of Indonesia, as The United Archipelago of Indonesia with Federal Quasi
(extended autonomy for local governments).

Amend Pancasila (The Five Pillars, the state ideology) with an entry
of the environment and nature conservation in one of it pillars, to keep the
relevance of the ideology in the future. This was forgotten by Indonesia's
founding fathers due to the different time-context.
- The
President and the Vice President should be directly elected in one package
of general election by the people.
- The
parliament members are elected by several various means:
- A
mixed of proportional and district methods for the existing political
parties.
- Local
Representatives can be directly elected in district methods, in which
one municipal gets one representative (there exist 360-400 municipals
nowadays).
- Members
of parliament from political parties (d.1.) and local representatives
(d.2.) constitute MPR whose responsibility to set 5 years National
Direction (GBHN) 5 and establish the policy of center-local relationship
in 5 years period.
- Members
of parliament from political parties (d.1) cooperate with the government
to execute and carry out the implementation program of MPR's policy.
- If
there exists a fundamental disagreement between President and
Parliament, or President and Vice President, or Central and Local
Government, in order to prevent rebellions and separatist movements,
voting can be held in MPR. Consecutively, if there are equal power
groups in MPR, MPR can purpose a referendum or new general election
concerning the disagreement/problems.
- In
the new constitution the President cannot be impeached by parliament,
but referendum or general election, conducted by following the process
d.5.
- Concerning
the geographical, ethnical conditions, and heterogeneous society, it is
proposed a possibility to have more than one Vice Presidents. If the
President has permanent obstacle within his/her period, the President
can be elected from the Vice Presidents by a voting in MPR until the end
of the presidency period.
The
whole political process conducted to prepare the New Form of Indonesia should
always refer to the civilized, humane, democratic means through societal
enlightenment by actively avoiding primordialistic, sectarian and violence
actions.
